COVID-19 pandemic has been a significant keyword in recent days. It affects the living quality of more than 200 countries and territories around the world. Regarding the living quality, the critical changes of economic, environment, and social issues have been obviously illustrated. During the complicated COVID-19 pandemic period, many academic papers have been reported within diverse fields associated with COVID-19. The urban design and planning field has been directly linked to the COVID-19, for instance the urban transportation, urban facilities, urban economic and public space development. The public space has been a significant path in connecting between places to places, people to people, and people to places.
This study aims to explore the transformation and balancing conditions of urban public spaces in the city center area of Vientiane Capital, Lao PDR. In the theoretical terms, urban public spaces would balance themselves with the key interactions amongst design, safety, and social factors. According to the findings from the empirical data within four pilot places such as Chao Anouvong Park, Patuxai Park, That Louang Park, and Vientiane Center-Parkson Plaza, the crucial hint of urban public spaces has generated dissimilar characteristics during the COVID-19 and after the flow of COVID-19. Regard to the model testing, it has been presented in which the size-level of the urban public space would play the important role in spatial organization with low density territories for the New Normal perception. The safety factor would probably play the crucial image for the users rather than design and social interaction. Through this study, the urban public space planning and design would be considered with the flexible patterns in order to restore the balancing of urban public space after the unexpected and sudden phenomena.
